What are the prospects for effective global governance? It is widely held that global governance is a public good, but what are the political factors that are likely to ensure its provision? Is the USA able or willing to able to provide it? Can international institutions, norms, or causal beliefs, in the absence of US leadership, fill in?

With the outbreak of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), global researchers were confronted with major challenges. The German National Pandemic Cohort Network (NAPKON) was launched in fall 2020 to effectively leverage resources and bundle research activities in the fight against the coronavirus disease 2019 (COVID-19) pandemic. We analyzed the setup phase of NAPKON as an example for multicenter studies in Germany, highlighting challenges and optimization potential in connecting 59 university and nonuniversity study sites. We examined the ethics application (...) process of 121 ethics submissions considering durations, annotations, and outcomes. Study site activation and recruitment processes were investigated and related to the incidence of SARS-CoV-2 infections. For all initial ethics applications, the median time to a positive ethics vote was less than two weeks and 30 of these study sites (65%) joined NAPKON within less than three weeks each. Electronic instead of postal ethics submission (9.5 days (Q1: 5.75, Q3: 17) vs. 14 days (Q1: 11, Q3: 26), p value = 0.01) and adoption of the primary ethics vote significantly accelerated the ethics application process. Each study center enrolled a median of 37 patients during the 14-month observation period, with large differences depending on the health sector. We found a positive correlation between recruitment performance and COVID-19 incidence as well as hospitalization incidence. Our analysis highlighted the challenges and opportunities of the federated system in Germany. Digital ethics application tools, adoption of a primary ethics vote and standardized formal requirements lead to harmonized and thus faster study initiation processes during a pandemic. (shrink)

In The Gospel of Life, Pope John Paul II encouraged organ donation as a genuine act of charity. Some Catholics reject the notion of vital organ transplantation and the use of neurological criteria to determine a donor’s death before organs are extracted. This article reviews Church teaching on the use of neurological criteria for determining death—including statements by three popes, a number of pontifical academies and councils, and the U.S. bishops—to show that Catholics may in good conscience offer the gift (...) of life through the donation of their organs after death as determined by those criteria, and may in good conscience receive such organs. This article is not a defense of the legitimacy of neurological criteria for determining death but rather a presentation of the moral guidance currently offered by the Church on the legitimacy of organ donation after death has been determined by their use. In 1988, my book Morality After Auschwitz: The Radical Challenge of the Nazi Ethic first appeared. The book generated a variety of responses, some positive and enthusiastic and some quite negative. The reason for these responses, of course, was that in the book I staked out a discomforting, and so controversial, position. The overarching conviction which led to the writing of the book was that, like in so many other areas, the process of thinking about ethics and doing moral philosophy (...) in the post-Shoah world simply could not continue in the same way as it had up to that point. That is, for me, the events of the Holocaust represent, if I can borrow a concept from Emil Fackenheim, a kind of revelation, a radical challenge to the way we in the West must face and try to understand the human condition.Beginning from this perspective, I came to the conclusion, in brief, that one of the most disturbing implications of the Holocaust for moral theory is that we can no longer assume that there is a universal moral truth to which all normal people have access and to which all normal people will naturally respond. In other words, the optimistic assumption of Western modernity that human beings can know and act on the true and the right, can no longer be taken for granted. This, of course, seriously undermines the very basis for the modern enterprise of moral philosophy.As one engaged in the teaching of Western moral philosophy, I of course did not come to this position easily, nor am I fully comfortable with it. But that uncomfortableness is in the end also part of the point. I am the child of survivors and I live and work in a post-Shoah world, and that world is simply not a comfortable one to inhabit. It is not the optimistic world of Enlightenment thinking. For me, the implications of the Holocaust for what I am doing as a professor of religion and as a scholar of ethics must be taken seriously enough to radically affect the way I, and others, go about our business.Before moving forward, I should give a little bit of the intellectual background that led me to write the book in the way I did. I came to the study of the Holocaust rather late. In fact I only really entered into a systematic study of the Holocaust when I began teaching in 1980, that is after my university education and even after my graduate work. I came to the Holocaust then as a young scholar with little formal background in the field, but with the need to develop and teach a course to American undergraduates.Looking back, I think that coming to the study of the Holocaust relatively late in my professional development was actually a positive situation: I was not, after all, invested in the field, I did not have prior commitments to one view or the other, I did not feel I had a particular set of scholars to defend or uphold. When I began to teach the Holocaust, the only items on my agenda were to understand the events as best as I could and then devise a way of presenting them to the students in the clearest possible way. This is a description of an avian-shaped feature that rests below a network of cellular structures found on a mound within the Argyre Basin of Mars in Mars Global Surveyor image M14-02185, acquired on April 30, 2000, and released to the public on April 4, 2001. The area examined is located near 48.0° South, 55.1° West. The formation is approximately 2,400 meters long from the tip of its beak to the tip of its farthest tail feather. There is a minimum (...) of six different variations in appearance of the surface material over this small area. Utilizing the public targeting request form provided on the Mars Global Surveyor (MGS) website, co-author Miller secured a second image of the area that was obtained on July 3, 2006, showing this feature under different conditions S20-00165. The new image was then released to the public on August 11, 2006. A third image of the formation identified as MGS S13-01480 was acquired on December 15, 2005, and although officially processed on June 20, 2006, it was not made available to the public until August 22, 2009, on NASA’s Planetary Data System (PDS) website. All three of the MGS images reveal defining aspects of this avian feature, including a head, beak, body, eye, leg, foot, toes, wing, and feathers. When taken together, these components induce the visual impression of an avian-shaped formation that exhibits a unique set of proportional features. Adjoining this formation is a composite of complex cellular features that form a compartmentalized infrastructure. The three authors who are veterinarians provide a critical analysis of the avian features, and the geologist and geoscientist authors examine natural mechanisms that could contribute to the formation of this feature. An extensive search of comparable regions within and beyond the area of the Argyre Basin was conducted. A list of these sites is provided, and terrestrial comparisons are also offered. (shrink)

This paper is a review of work on Newman's objection to epistemic structural realism (ESR). In Section 2, a brief statement of ESR is provided. In Section 3, Newman's objection and its recent variants are outlined. In Section 4, two responses that argue that the objection can be evaded by abandoning the Ramsey-sentence approach to ESR are considered. In Section 5, three responses that have been put forward specifically to rescue the Ramsey-sentence approach to ESR from the modern versions of (...) the objection are discussed. Finally, in Section 6, three responses are considered that are neutral with respect to one's approach to ESR and all argue (in different ways) that the objection can be evaded by introducing the notion that some relations/structures are privileged over others. How can anyone be rational in a world where knowledge is limited, time is pressing, and deep thought is often an unattainable luxury? Traditional models of unbounded rationality and optimization in cognitive science, economics, and animal behavior have tended to view decision-makers as possessing supernatural powers of reason, limitless knowledge, and endless time. But understanding decisions in the real world requires a more psychologically plausible notion of bounded rationality. In Simple heuristics that make us smart (Gigerenzer et al. 1999), we (...) explore fast and frugal heuristics – simple rules in the mind's adaptive toolbox for making decisions with realistic mental resources. These heuristics can enable both living organisms and artificial systems to make smart choices quickly and with a minimum of information by exploiting the way that information is structured in particular environments. In this précis, we show how simple building blocks that control information search, stop search, and make decisions can be put together to form classes of heuristics, including: ignorance-based and one-reason decision making for choice, elimination models for categorization, and satisficing heuristics for sequential search. These simple heuristics perform comparably to more complex algorithms, particularly when generalizing to new data – that is, simplicity leads to robustness. We present evidence regarding when people use simple heuristics and describe the challenges to be addressed by this research program. There are at least three things we might mean by "ethics in robotics": the ethical systems built into robots, the ethics of people who design and use robots, and the ethics of how people treat robots. This paper argues that the best approach to robot ethics is one which addresses all three of these, and to do this it ought to consider robots as socio-technical systems. By so doing, it is possible to think of a continuum of agency that lies (...) between amoral and fully autonomous moral agents. Thus, robots might move gradually along this continuum as they acquire greater capabilities and ethical sophistication. It also argues that many of the issues regarding the distribution of responsibility in complex socio-technical systems might best be addressed by looking to legal theory, rather than moral theory. This is because our overarching interest in robot ethics ought to be the practical one of preventing robots from doing harm, as well as preventing humans from unjustly avoiding responsibility for their actions. Prophetic Evangelicals and Bearing True Witness deal with two areas where this is evident: first, the attention many evangelicals are now giving to social justice and peace and, second, their determination to witness to the truth about Christ in a manner consistent with the Christian gospel. Prophetic evangelicals is the name the editors apply to a new generation of evangelicals who believe that the gospel of Christ requires a commitment to proclaim and embody “the just and peaceable kingdom” (2). These evangelicals view Jesus as inaugurating “a new social order that is a radical alternative to the order of empire” (7).This trend among evangelicals to move beyond the preaching of the gospel in a narrow sense (over against the liberals’ emphasis on social justice) is the culmination of a trend that has been happening since the publication in 1947 of Carl Henry’s The Uneasy Conscience of Modern Fundamentalism. What is new about many younger evangelicals in recent decades is their embrace of the Anabaptist perspective on justice and peace. It is clear in the introductory and concluding chapters by the editors—with their appeals to John Howard Yoder and Stanley Hauerwas and their references to the “cultural captivity” of the church—that this is the trend they have in mind. One also reads hints of liberation theology in the editors’ references to the needs of the people being “holy” (12), to God’s being on the side of—and the gospel always being in favor of—the “least” (47), and to a critique of “the order of empire” (7). Of course, [End Page 221] non-Anabaptist evangelicals are also concerned with these themes as part of their commitment to justice and peace. But it is the distinctive emphasis of this book—with some exceptions among the contributors—that it highlights the ways Anabaptist evangelicals are prophetic.The chapters consist of expositions on the following biblical themes: creation, shalom, justice, kingdom, news, Mary, the cross, church, freedom, reconciliation, resurrection, and hope. Some are good, short expositions of themes: creation (Bacote), kingdom (Christian Collins Winn), Mary—actually about suffering—(Ruth Padilla DeBorst), church (John Franke), and resurrection (Cherith Fee Nordling). Gushee’s chapter contains a good exposition of the Anabaptist view of shalom, along with typical sweeping statements about the “Constantinian compromise” and the evangelical compromise with the state (72). Two chapters deserve special recognition. Chris Boesel’s chapter, “News,” is an excellent account of the Christian call to justice as part of the full goodness of the gospel. He criticizes both liberal-progressive and evangelical-conservative assumptions about the church’s mission and calls for a “recovering evangelical faith” that pursues justice with repentance, humility, and a reliance on the Holy Spirit. Telford Work’s chapter, “Hope,” also articulates a perceptive critique of the activism of both the Christian Right and the Christian Left. Traditional views of rationality posit general-purpose decision mechanisms based on logic or optimization. The study of ecological rationality focuses on uncovering the “adaptive toolbox” of domain-specific simple heuristics that real, computationally bounded minds employ, and explaining how these heuristics produce accurate decisions by exploiting the structures of information in the environments in which they are applied. Knowing when and how people use particular heuristics can facilitate the shaping of environments to engender better decisions.

For most of the history of metaphysics, the subject has been dominated by the concept of substance. There is an everyday commonsense notion of substance which is perfectly harmless and which I shall defend against attempts to remove it or revise it away. But I deny that substance has to be construed as a primitive even in everyday terms. Borrowing Strawson’s distinction between descriptive and revisionary metaphysics, I press the legitimate claims of revisionary metaphysics and argue that there is no (...) place for a fundamental concept of substance within it, although aspects of the concept are likely to find their place therein. While theories of rationality and decision making typically adopt either a single-powertool perspective or a bag-of-tricks mentality, the research program of ecological rationality bridges these with a theoretically-driven account of when different heuristic decision mechanisms will work well. Here we described two ways to study how heuristics match their ecological setting: The bottom-up approach starts with psychologically plausible building blocks that are combined to create simple heuristics that fit specific environments. The top-down approach starts from the statistical problem facing the (...) organism and a set of principles, such as the bias– variance tradeoff, that can explain when and why heuristics work in uncertain environments, and then shows how effective heuristics can be built by biasing and simplifying more complex models. We conclude with challenges these approaches face in developing a psychologically realistic perspective on human rationality. (shrink)

It is sometimes argued that Wittgenstein's conception of grammar and the role he allocated to grammar (in his sense of the term) in philosophy changed between the Big Typescript and the Philosophical Investigations. It is also held that some of the grammatical propositions Wittgenstein asserted prior to his writing of the Philosophical Investigations are theses, doctrines, opinions or dogmatism, which he abandoned by 1936/37. The purpose of this paper is to show these claims to be misunderstandings and misinterpretations. On all (...) important matters, his conception of grammar and of grammatical investigations, of grammatical statements or propositions and of grammatical clarification did not change between the Big Typescript and the Investigations. Grammatical propositions (e.g. the meaning of a word is its use; a sample in an ostensive definition belongs to the means of representation; belief is not a mental state) are no more theses, doctrines or opinions than is “a bachelor is an unmarried man.” Nor are they in any way dogmatic. It approaches this issue through a comparison between Wittgenstein’s Tractatus and the identity theory of truth proposed by Hornsby and McDowell.The paper’s positive conclusion is that there is a genuine affinity between these two.
